The short answer
Heat escaping into the attic warms the roof deck. Snow on the warm section melts, runs to the cold overhang beyond the heated envelope, and refreezes. That ridge dams the meltwater behind it, which works back under the shingles and into the house. The gutter isn’t causing it and clearing the gutter won’t stop it — the fix is insulation and air sealing.

Air leaks into the attic
Recessed lights, loft hatches, plumbing and wiring penetrations, the top plate of interior walls. Warm air rising through these heats the deck far more effectively than conducted heat does.
Common
Insufficient insulation
Too little depth, or compressed and displaced. Heat conducts through and warms the deck evenly.

Blocked soffit ventilation
Insulation pushed into the eave blocks intake air. Without airflow the deck can’t stay cold.
Overlooked
Fans venting into the attic
A bathroom fan discharging into the loft puts warm humid air directly against the deck. Guarantees dams, and rots the timber besides.
Why chipping makes it worse
The instinct is to remove the ice. Chipping with a hammer or an axe damages shingles, and damaged shingles at the eave are exactly where water then gets in — you’ve created the leak the dam was threatening.
Salt is no better: chloride corrodes flashing and gutters, damages plantings below, and doesn’t address why ice is forming. For an active emergency, a roof rake used from the ground to pull snow off the lower few feet removes what the dam feeds on. That’s a symptom measure, done safely.
Why guards and heat cables aren’t the answer
Guards do nothing — the ice forms on the roof surface above the gutter, not in it. Heat cables melt a channel through the dam so water can escape, preventing the backup without preventing the dam. Reasonable mitigation on a roof that can’t practically be fixed, and an expensive way to avoid fixing an attic that can.
Fixing it properly
Attic work, in order. The first is cheapest and does the most.
Seal the air leaks first
Loft hatch, recessed lights, pipe and wire penetrations, top plates. Air movement carries far more heat than conduction, and this is the cheapest step.
Check where fans vent
Bathroom and kitchen extractors must discharge outside, not into the loft. This alone causes dams and rots the deck.
Top up the insulation
After sealing, not before — insulation over unsealed leaks just hides them.
Clear the soffit intakes
Insulation pushed into the eave blocks airflow. Baffles keep the channel open.
Rake snow off the lower roof
From the ground, as a stopgap during an active winter. Never from a ladder in icy conditions.
Don’t chip or salt
Both damage the roof and neither addresses the cause.
What works and what doesn’t
Where this stops being a DIY job
Getting on an icy roof. The most dangerous thing on this page by a distance. Roof raking is done from the ground, and if snow can’t be reached from the ground it needs someone equipped for it.
Water already coming inside. Active damage to insulation, ceilings and possibly wiring. That needs looking at now rather than in spring.
Steam removal. Effective, and it’s specialist equipment. Pressure washers and heat guns damage shingles.
