The short answer
Where a roof valley dumps two planes of drainage into one short section of gutter, water can arrive fast enough to shoot straight across the channel and over the front edge. A splash guard is a raised lip at that corner which catches it. If your problem is overflow along a whole run, or in the same spot on a straight section, a splash guard is the wrong fix — that’s capacity or pitch.

Why valleys concentrate flow so much
A valley is a channel in its own right. Two roof planes drain into it, and it delivers all of that to one short section of gutter at high velocity, particularly on a steep roof. That section can be handling several times the flow of the rest of the run.
The water doesn’t just fill the channel — it arrives with enough momentum to cross it and clear the front lip, which is why the ground below a valley corner is often the wettest spot on the property while the rest of the gutter looks fine.
The better fix, where it’s available
A splash guard catches the water. An outlet positioned at or near the valley removes it instead, which handles the volume as well as the velocity. Where a downspout can reasonably go there, that’s the more complete answer — and on a system that also overflows in heavy rain, it addresses both problems at once.

Watch it rain. Water launching across the channel at one corner, rather than the channel filling and spilling.
Clean the corner first
Debris accumulates where valleys deliver, and a blocked corner produces the same symptom for a different reason.
Choose the right length
Long enough to cover the arc of water. Too short and it overshoots the end of the guard.
Fix rather than rely on friction
Rivets or screws. Push-fit guards move in heavy flow, which is exactly when you need them.
Watch it in the next storm
If water still clears the front, the guard is too short or the flow needs an outlet rather than a shield.

Anything above single storey. Standard limit, and fitting a guard means working right at the corner with both hands occupied.
Adding an outlet at the valley. Cutting a new opening and hanging a downspout is height work with placement that has to be right.
If the guard doesn’t solve it. That means the section needs more capacity, not a taller shield.
